I WOULD LIKE TO RESPOND TO THE PERK A LAWN CONSPIRACY THEORY.
I WAS MONITORING RADIO TRAFFIC AT THE SHERIFF DEPARTMENT ON THE DAY IN QUESTION AND IT WAS OFFICER BOURLARD WHO HAD THE VEHICLE PULLED OVER AT THE SAID LOCATION THAT YOUR TALKING ABOUT. HE HAD JUST DROPPED OFF A PRISONER AT THE JAIL AND WAS COMING BACK TO BICKNELL WHEN HE GOT BEHIND A VEHICLE THAT HAD NO LICENSE PLATE ON IT, SO HE DID HIS JOB AND PULLED IT OVER.
AS A MATTER OF FACT THE GUY WORKED AT PERK A LAWN AND BECAME BELIGERANT, AND HIS BOSS WALKED OVER TO THE AREA AND ATTEMPTED INTERFERE, BUT LEFT WHEN ADVISED HE COULD FACE GOING TO JAIL FOR OBSTRUCTION OF LAW ENFORCEMENT.
IN CLOSING, I JUST WANTED YOU TO KNOW THAT I WAS
LISTENNG TO THAT RADIO TRAFFIC AND IT WAS LEGITIMATE AND THE BICKNELL POLICE WASN'T PATROLING PERK A LAWN GARDENS, BUT IN THE FUTURE IF THAT HAPPENS AGAIN, THEY ARE WELL WITHIN THERE RIGHTS TO ENFORCE THE LAWS, EVEN IF THEY AREN'T IN THE CITY LIMITS.

"The reader who saw this happen , and posted the first response , says they were on their way to Vincennes.I would like them to stop and concider the fact that the person the officer was dealing with could have caused a wreck in which the reader could have been involved in since they were in that area."
This comment reminds me of something that happened several years ago when I was riding to work at 3:30 in the morning. We were leaving Oaktown and when we came to Highway 41 the driver came to a quick stop then pulled out onto the highway; we could see miles either direction and could not have been hit no matter if we stopped for one second or ten minutes; anyway I thought that he had stopped but apparently a State Police Officer thought otherwise. The conversation went something like this: "What's wrong officer? You didn't come to a complete stop back there. I stopped. No not completely and you could have been hit by another car traveling down the highway. There's no traffic! I know but if there had been you could have caused a serious accident. If there had been traffic I would have set there until it passed.
He received a ticket that he later beat in court.
There are police officers and there are tax collectors; this State officer was a tax collector.
Whether the guy had a license plate or not has no bearing on traffic accidents simply because a license plate is nothing more than a hidden State tax not an assurance of a qualified driver.

According to the police department employee that I spoke to the Vincennes Police Department does not go outside of its city limits. I haven't checked but I will, because I do not believe that many city police departments go outside of their city limits. I'll let you know what I find out.

According to the Vincennes Police Department spokes person the officers do not take their cars home. The patrolmen use what they call a 24 hour car which means that they all drive the same car for all three shifts. Only the chief and certain high ranking officers have a car of their own to drive .

The Vincennes Police Department had actually told me that the rank of Lieutenant and above have their own city vehicle but all lower ranked officers share a common patrol vehicle.
The actual subject was that they do not patrol outside of the city limits.

Scepter, pump houses, river road, the water plant are ‘nonsense’ arguments that have little to do with answering a broken window call in Bruceville, two Bicknell patrol cars seen at Denney's in Vincennes at an early morning hour, the bar in Edwardsport, a Bicknell patrol car seen setting most of a day at an out of town ball game, or a Bicknell police car racing down 7th Street in Vincennes with lights blazing.
Checking the pump houses while on patrol is proper; on the other hand setting a speed trap to catch speeders is not that’s the county’s job or the state’s job. The town of Bicknell is paying to have the Bicknell Police protect and patrol Bicknell and the more time the police spend in Bicknell the better.
I am aware that sometimes things happen such as when the police officer was coming back from Vincennes the other day and seen a person driving without a plate and properly pulled him over but it would be improper for a Bicknell patrolman to cruise Highway 67 looking for cars with no license plate.
