Several requests tabled by Board of Works

BICKNELL - Board of works members here tabled several requests that came before them Monday including one from Scepter, Inc., the aluminum and scrap metal recycling plant.

"Brian Griffin, a representative with Scepter, asked the council to continue an agreement they established in 1996 where they can dump some of their water waste from their plant," said Clerk-Treasurer Rita Dupire. "They agreed to pay $2,000 every six months to cover the additional cost of the chemicals used to treat the water, but for the past 12 years they've only ever made one payment of $2,000."

Dupire said the council agreed to table the request until they could meet with United Engineering, the Indianapolis-based engineering company currently working on the construction of the new

 

wastewater treatment plant.

"They want to set up a meeting with them and Water superintendent Earl Horst to see if the new plant can handle the extra volume," Dupire said. "The date and time of that meeting hasn't been established yet."

Board members are planning to meet with business owner Don Fredrick to discuss parking in the lot across the street from City Hall.

Fredrick recently purchased the lot and Dupire said he sent a letter to Mayor Jon Flickinger stating that he didn't want to be held liable for any problems that might arise from people parking on the lot.

Dupire said Flickinger opted to put up a curb that would allow for parking on the street and still allow for parking access in the lot.

"Now Don (Fredrick) says he's fine with people parking over there," Dupire said. "The board wants to meet with Don to make sure everyone is OK with whatever agreement they can come up with about the parking situation."

Fredrick said he feels the installation of the curb blocks access to the parking lot, specifically on the Second Street side and he feels like the city didn't go through the proper procedures to put the curb up.

"I wanted the city to enter into agreement that they would provide liability insurance on the lot," Fredrick said. "They told me they cannot insure something they don't own, but after talking to my insurance agent I learned that they could rent the space - say for $1 for example - and include a clause in their insurance policy and that would cover it.

Fredrick said he has no problem letting the city use the lot for parking.

"I just ask to be allowed access to it for my customers and for the city to allow the community access to it," he said. "I'll gladly meet with the board of works to discuss the situation."

why does the city let them continue,? and why have you not done something about it?

I don't know if the 2000 figure is accurate.

I know Scepter was dumping their liquid waste I think at the Old PSI bldg which is now a city garage on Kixmiller St. It then ran all the way to the plant through our clay tile lines and I'm sure it caused some damage to them by being so caustic. They then started taking it to an out of the county site and maybe are taking it to their landfill outside of Bicknell now.

If the city accepts it now I think it should be dumped directly at the sewage plant or as close as possible to prevent damage to the lines.
