Public hearing on water rate increase
To be held Monday before city council meeting

BICKNELL - City council members here will hold a public hearing at 7 p.m. on Monday in conjunction with the monthly council meeting. The hearing will center around raising water rates, and while most people haven't complained about the proposed increase, two residents are voicing their opposition to the move.
"The city should start off going through the water department to cut down on overhead," said resident John Stanczak. "You do what you can to cut labor and fuel costs, then you look at
increasing rates."
Stanczak, who last year unsuccessfully sought the Republican Party's mayoral nomination here and later ran, again unsuccessfully, as an independent candidate for a seat on he city council, said he believes the department has more employees than is needed and that a rate increase will dissuade people from moving to town.
Mayor Jon Flickinger says the city has already made as many cuts as possible and that the rate increase is still necessary.
"Myself and the council - we don't want to see rate increases any more than anyone else does because we don't want to have to pay more, but this is needed," he said. "The council is looking at ways to cut back on all city expenses, not just water or sewer. With the budget cuts the city is facing in the next two years because of House Bill 1001, we will have to find a way to keep costs down without sacrificing service."
Flickinger said the city will be borrowing golf carts from the Bicknell Country Club to use for reading water meters.
"That will save on fuel costs and it's fuel costs that are hurting us, just like everyone else," he said. "We have to pay more now for chemicals we use to treat the water and the sewer. Anything that is transported, whether by train, truck or even boat, is costing more. There are a lot of factors that apply here that people just don't realize. We aren't just raising the water rates on a whim."
Board of Works member Francis Carie said the city has cut costs significantly over the years.
"We used to have five people working in the water department and now we are down to two full-time and one part-time employee," he said. "Raising water rates is our only option for us to keep the budget in the black."
Carie said the city hasn't raised water rates in 25 years.
"Some citizens suggested gradual annual increases to the water rates so the town wouldn't be hit with a large rate increase ever again, but I'm against that," Carie said. "We don't want to raise rates just because - so, we are going to keep the (water) committee on it and have them report back to us annually."
The water committee is comprised of city employees, residents and council members, including Frank Gugliotta, who told the council in March the rate increase is needed because of a payment of $12,000 a month. The payment goes back to a loan the city got on the water plant when it was built in 1979. The debt is not scheduled to be paid off until 2019.
That payment and the regular costs of operation and maintenance mean the city starts each month with the budget in the red.
The proposed water rate increase ordinance suggests increase from $4.04 to $7 per 1,000 gallons with a cap of $6 for use of over 30,000 gallons. The ordinance also allows for a nearly 50 percent increase in monthly meter fees and a tap charge of $750 for a 3/4 inch or smaller tap. Previously, residents only had to pay $198 for a 3/4 inch or smaller tap.
Stanczak says increasing the rates is a sure fire way to drive residents out of town.
"When the council raises those rates that increases the cost of living here, which cuts into the population and decreases city revenue," he said. "I'm against anything that tears the community down and that is what this is doing - just like the sewer plant did. We needed a new sewer plant but not the most expensive one."
Stanczak said the increases will also dissuade new residents and businesses from coming to Bicknell.
"The $750 charge for new hook up like putting up sign that says 'Don't apply'," he said. "Business will just go to Vincennes, where it's less expensive."
Another resident, Ron Ackman, says he too, objects to the water rate increase.
"I think it is premature," he said. "I'm not positive the city has done all they can to address cutting back costs."
Ackman, who ran unsuccessfully as a Democrat for a seat on the council last fall, said he'd be in support of a minimum fee charge for city residents over a rate increase.
"In Oaktown they charge an $18 minimum fee," he said. "Even if the water is shut off and they aren't supplying any water, property owners still have to pay that $18 monthly minimum fee."
Water Supt. Earl Horst told council members in March that approximately $500,000 in repair and maintenance work needs to be done to the system.
"One of our wells hasn't been operational for more than four years," he said. "We have a main line running under Ind. 67 and it needs to be replaced because if it goes - we are talking about a huge expense."
Flickinger said only two communities in the northern Knox County area have lower water rates than Bicknell will have with the rate increase.
"Rates for Freelandville are $5.46 per 1,000 gallons and for Oaktown it is $6.70 per 1,000 gallons," he said. "Sandborn and Edwardsport rates were more than $7 per 1,000 gallons."

She also printed comments from Councilman Francis Carie who is wholeheartedly in favor of a rate increase but unlike the comments she wrote about me she neglected to point out that Councilman Francis Carie won his seat because he ran unopposed while I was opposed by two other mayoral candidates and came in second and only ran for council too assure that Steve Volling who was one of the previous spend thrifts who was an incumbent would not be placed back into a position where he would be able to continue breaking the backs of the Bicknell residents. Jennifer Gordon knew all of this yet she wrote as if she knew nothing of it. Again she is a backer of the administrations policies regardless of who is the mayor.
She allowed Mayor Flickinger to comment and other than a couple of things like Country Club carts to read meters, that he is also hurting because he will also have to pay the new rates and that they have made as many cuts as possible she allowed him to add in the problems of the State money being cut which has absolutely nothing to do with a water rate increase but will have a lot to do with a tax increase later. Of course it is possible that Mayor Flickinger also does not know the difference between the two.
The mayor neglected to mention that he is on a pension, is collecting nearly $30,000.00 in extra cash for being mayor and his wife is also being paid by Bicknell tax payers so it must be true that the new rates will be harming him equally as with somebody making $1,000.00 per month on Social Security who is trying to keep body and soul together.
Apparently Councilman Francis Carie has decided that it is best for the residents of Bicknell to have the new rate increase shoved right up their butts instead of looking into other options; of course for their own good.
Of course he is also working at the Knox County Courthouse and his wife is also working there plus his council salary each month; I wonder why he is not concerned with the extra costs?
Mayor Flickinger said that the borrowing of golf carts will save us fuel costs which is what is hurting us so if what he is saying is correct once we borrow the carts the raise will not be necessary, right? Now I looked back to 2006 water reports and found very little to nothing being spent on chemicals and yet payroll was running from $8,645,70 to over $12,000.00. The question is which one is costing the most?

Yes I know that they are switching employees back and forth between the sewer department and the water department to hide their expenditures where there is more money, but that does not solve the problem.
Did you also notice that Councilman Carey said that he wanted to raise the rates as much as possible now and then keep the water committee on it; just in case they want to raise it once again; I guess.
Also which pump is not running and has not run for years?
If it hasn't run for all of that time then why do we need it?
People these people do not know how to run a business or a town and they have no idea what they are doing but on the other hand as Jennifer Gordon so boldly pointed out to you they are the winners in the last election.

It has been happening for the last few years at the county level.
The Knox county council has her in there hip pocket. She kept the preposterous lawsuit story alive as long as she could against the sheriff and prosecutor, until a Daviess county Judge pulled the plug on it and deemed it bulls##t.
Why would she care, she isn't from knox county, she is from the Ft. Wayne area.
It doesn't surprise me that she would be ad libbing words for a good juicy story.
She is Tim Ellerman and the gang's secret weapon, she will tell you she is unbias, but as she stays on the story, you will see just how biased she really is.
When you see her ask her what her connection is with "Slick" Tim Ellerman, also ask her how Ellerman Construction got the bid for the renovation of the old county jail and the contract to build the new Edwardsport fire house, as well ask her how much money Timmy and the boys cost the taxpayers of Knox county, by paying lawyers and accountants from Carmel, Indiana to frivously sue the Sheriff and the Prosecutor.
The best thing Bicknell can do, and I don't live there, but from what I've seen is to keep her out of the loop.

i also noticed how she described you and ron in her article and praised the people she quoted as winners in the last election.
she doesn't go to the meetings she waits for a phone call from an elected official and then creates her story from what they want written.
my question is when was the last time she came to bicknell to get a story?
i've seen her way of writing stories. she called paul's tavern looking for me after the election to see what i had to say. i told her i'd be at home. she said i couldn't be reached for comment. i drove all the way from g.s.h. where my wife was admitted to keep my appointment to have my picture done before election. i was going to cancel but my wife said i need to be at home for them to take that picture.
needless to say neither my or rita's picture appeared in the paper.
they told me the spelling of my name was wrong for that picture and they couldn't find it in time. they couldn't spell my name right but they knew to called my house for a statement and called paul's tavern. i really don't know who told them i'd be at paul's. my opinion it hurt my campaign a lot not having the picture. i may not have won but i know i would have gotten more votes had they done it right.
funny how they spelled franks last name correct or your name for that matter.
what i'm trying to say is she talks to certain elected officials [by phone] and sways the readers to think their way. when did she ever take the time to get off her ass and away from her phone and come to bicknell and ask people what they think.
a shit load of people i've talked to have said its a waste of time to go to this meeting [may 12th] because they saw it in the paper that nobody else seems to care if the water rate goes up.
"what can i say thats going to change the way they're thinking at city hall".
because thats how she wrote her last article by phone.
i think it was ron that told me she wasn't at that meeting but she wrote the article as though she was in the room.
damn for a week i thought doug got fired from the police department the way she wrote that story.
hell there could have been 100 people there telling them no and the article wouldn't have changed from what rita had told her.

it's easy you get off your ass take main, turn right onto 6th after all the red light you'll see a bunch of fast food places bypass them. continue you'll be on state road 41 north cut off onto state road 67 to bicknell there will be a red light that be main street bicknell. there are two gas stations on your left. start there and if you go to all the places i have outlined for you, you will have two pages of stories to write. those stories will be from the people that put the people that you only listen to in office.
come and see what their saying now. i'm hearing it everyday, i even write some of their questions and thoughts on this site because they ask me whats going on. see i'm just trying to scare you people.

Third, she has missed a few meetings because the Mayor has told her there would be no meetings.

Was it when she included Mayor Flickinger's list of woes about when the State cuts would begin even though any such cuts would have no effect on the water department?
Why would anyone accept somebody's word as truth who told her that doubling a utility rate would have nobody objecting to it?
Maybe it was when she implied that Councilman Carey was a winner because he was elected but didn't point out that he was unopposed in his district because people believed, including me, that he would work for the people just to find out now that he won't.
Anonymous where are all of these points that you are swearing by evident in her article?
Well I believe that she kisses butt so that they will talk to her without her going to Bicknell to see for herself. I think that the only thing that her editor does is give her hell if she doesn't get a story together; in my opinion it is a lot easier for her to let the elected people who are pushing something write it for her.

Since the price of fuel has gone sky high, I have tried to shop locally more, but sometimes you still need to go to Walmart.
I found this past weekend, not one but TWO different families both shopping in Walmart.
They were buying their groceries and household cleaning goods there.
What happened to their sermons about shopping in Bicknell???
Does anyone else remember Pat Jones writing a letter to the editor complaining because people don't shop locally, when the police were doing the "Shop with a Cop" deal???

and get this they are saying that they want anybody with issues to come and give their feedback before they make a decision.
can you imagine a council that wants to hear the public talk before they make a decision.
thats not the way it works.
they are to make the decision and then see if anybody has anything to say. then pretend that while your talking they are listening. thats the way they do things in the big city.

a man of his word,a man who was the only council member that thought this was too much of a burdon to put onto the good people of bicknell. i even asked if the sewer department was making money. i asked gary and he said they are doing ok. so i said take it from them seeing they are making money. i said join the two departments together as one and they told me that was illegal. then if thats true i've been paying one check for both departments illegally all this time. so not to break the law i will proceed to give them two separate checks.and i will also request the two bills be separate from now on.any rate thats not what i come here today to say. shopping out of bicknell is what i'm answering here.i don't.thats right anything i need is right here in bicknell.

see people, i hold a grudge and believe you me that grudge will be there forever. so unless it a dire emergency i don't venture to purchase anything outside of town. i don't even save a dollar and go to vincennes for my "near-beer". for those who don't get that one its na-beer [non alcoholic].
yup i was once dedicated to the city of bicknell and now i've lost all faith in it and it's leaders.

I heard about the meeting last night, and my husband was not kidding about moving out. but like many we maybe forced to stay , because nobody in their right state of mind will buy here.
To be told to get rid of things we need to pay the increase, it just bull.
We have cut back enough. I need my meds and oxygen FIRST, I for one can not afford it, here is why. i took sick in 1996, with a double by-pass, then heart attack after heart attack and copd (bad lungs) and neither will get any better.
Yes i get my social security, but only a fraction, as i am not at retirement age and won"t be for many years, I can not get help from the Government, ( make to much) My husband was working full time, and was let go because i had another heart attach and he choose to go to the hospital with me, Well during my stay at Good Sams they found spots on my lung, so there was that, and again he told them, and they let him go.
You all don't know my husband to well, i am his life, and him mine, and we can not afford a full time nurse, so we talked about him working again, and we came to, he will take care of me.
He does so 24/7 along with errands and everything else, and I can not thank him enough, because there is not many men out there that would do that, so he drank, damn right i would tell him go have a good time, as i was all settled in, but almost 2 years ago he QUIT DRINKING.
Talk about cutting back on things, he put me first.
So you all can say what you want about him , us, but now you know some of the facts, the ones who slammed my husband not working and drinking, should all be man enough to give him a apology.
Yes i am pissed, nobody in this town has room to talk,, or maybe you're all Saints.
So until you all get off your high horse pay my bills, including WATER, keep your comments to your self.
and another thing to all people who complained about my son-in-laws cartoon on his truck, give it up i will personally take it down when someone pays the taxes and plate every year, until then i am looking for 2 more big ones to slap on each side., Is there not better things to complain about in this town, than whats on a truck?
Now to end this the people running Bicknell have already drove some out, by things you're doing etc, the police i give them credit for staying in a town, where 90% of the people don't give two craps about them, my hats off to a few of them.
so keep in mind the more you run out, the less money you will have, and then this town will become county, and you all will be out of jobs,.
so continue what your doing, and spend on what you all need, and want and the h--l with the people of Bicknell.
