Horses & Golf carts
I am curious as to how many horses are actually in town or city limits. If they are in knox county limits I would think Bicknell has no say.
How much worse can the horse poo smell than that turkey barn we have lived with for years?
Now about golf carts.
I happen to notice in the police station there is a sign wanting to charge $3 for a copy of the ordinance for golf carts. I was told they have to get a sticker for about $25 and the the cart needs a slow moving vehicle sign, turn signals, lights both tail and headlight and break lights.
I do see several with no lights or stickers and yet they are cruising the streets.
Horses, golf carts, 4 wheelers, mini bikes, tractors and lawn mowers in my opinion should all be allowed on the streets with no regulation as long as they are driven in a civil manor.
There are some that get by with it and some that don't though.
I guess it is not who you know but who you blow.
All Bicknell Laws
At least most laws passed by our council are based on what a council relative doesn't like about a neighbor or is an inconvience to a wife or friend; but rarely for the benefit of the people of Bicknell.
Point one: Maybe 6 or 7 horses I guess, possibly a couple more, if the horse is located outside the city limits it is not effected by the ordanance. The law came because a council persons mother has a problem with a horse next to her house; a problem that the city did not address as an individual problem.
Point two: As far as the turkey farm there are no council people who live in the stink, but yes the city can do something about it.
Point three: If you think that the horse law is wrong find a horse person and sign a pitition to either get rid of the law or have the replacement part of the law removed and the grandfather clause thereby turning the law into a take care of your horse law which would be OK with all concerned.
Talk to each person who are running against the sitting councilperson to find out their views on the subjects that you are interested in then if you agree with them vote for them this fall.
Point four: The golf cart decision on driving them on city streets are totally up to the city council, the State has a law against driving them on State roads but the city can make their own rules.
I have no problems with horses in the city limits or golf carts. I favor punishing the people causing the problem and I am not in favor of punishing everybody for the sake of one person who is doing wrong. Our mayor and council does not believe in punishing the law breaker.

Horses in Bicknell
I thought that horses were considered a domestic animal like a cat or dog. Why would it make any difference if there is a horse within the city limits if it is a domestic animal!
What a shame that because of one person all must suffer.... that's government for ya!
