Kreg Battles was in attendance at the Monday Bicknell City Council meeting; he is from Vincennes, he's a Democrat and it is said that he seems to be bitter about the bill which is of course a Republican bill pushed through by Governor Mitch Daniels; I hear that he did give a thorough report on it though.
Maybe now the city can have somebody in who voted for the change and see what their report sounds like.
The council meeting was lively last night according to Ron Ackman.
Seems that they (the administration and council) believe that it is likely that tax revenues will be way down for the city of Bicknell and will require lots of belt tightening; it appears that the city fathers are not very happy when it comes to
restructuring the city budget so that they can operate with less.
This will of course require a lot of frugal money handling and each department must become efficient so that every dollar that they are given will be used in the most efficient way possible. Waste will not be able to be tolerated any longer like throwing away tons of road patching materials each year when they shovel it into dirty potholes and cars knock it back out within a few days.
Water rates will just about double I'm told. The mayor's committee cannot seem to find anyway of cutting costs; probably because they are not looking for anyway to cut costs, they are looking for ways to increase costs to the public.
The city rebutted some of the 'crap' on some websites (I'm not sure what website they were referring to but it is probably this one) about taking money from the general fund giving it to the water department, they're saying it was from the Riverboat fund which the city can spend any way it chooses.
Now we understand why they will be having trouble adapting to the fearful new lower tax rates that they are so afraid of. Right offhand I can't remember the amount but it seems like it was around $125,000.00 that North Knox Schools will be getting as extra cash because of the new power plant; now I am not really up on how the money is divided but it does seem a little odd that the school would receive a wind fall of extra cash while Bicknell is sold into poverty. I'm waiting for the Governor's response on that subject, of course the answer will not come from the governor but I will take what I can get.
Have you seen that commercial where the people yell “ it's my money and I want it now”? It appears that our new city fathers are yelling at the people of Bicknell and anybody else who will listen “it's your money and we want it now”.
Personally I like the idea of less taxes as do others that I have spoken to. I find it really unbelievable that all of those grown men and women up town cannot find a way to cut their expenses; I sent a letter to Councilman Frank Gugliotta to give him a couple of ideas on the subject of ways to cut water costs without a raise but I have heard nothing from him to date and I have made little effort to contact him so far; although I have been told that he has spoken to others and is in favor of some of the things to cut water department costs but the question is of course which ones and who else is in favor.
It appears that the new administration will defend to the death their right to do business behind closed doors with no disclosures to the public. It appears that Mayor Flickinger is sold on the idea of private meetings and private decisions so we may all be griping about it until the next city elections when we will change all of these people and put in a new group who look just like them and who thinks just like them. Of course this is just my opinion.

Of course we could cut costs
Such as the mayor, the city council, the clerk/treasurer and the clerk/treasurer helper this would save the taxpayers approximately $80,000.00 per year.
of course we would need to pay someone to keep the books and that would be worth about $15,000.00 per year. That would be a net gain of $65,000.00 per year forever. I don't think that vacant chairs would do a worse job of governing the city than the people who have been setting in them.
We haven't even started with the rest of the dead weight around city hall.
Or we could face the facts that our tax base is dropping because of the loss of population in Bicknell which is exactly what I told them would happen nearly 4 years ago. Remember when the mayor , the clerk/treasurer and the city attorney were all so proud when the mayor announced at the city council meeting that I was wrong because so far they had only lost 30 some families; well I was right and we are reaping what they sowed.
Raise the sewer rates and we will lose population and the mayor said that the raise would increase the population that was the time that Councilman Gary Goodwin told us that $35.00 per month wouldn't hurt anyone he said that he would have no problem paying it.
Maybe it turned out to be a bigger problem than Mr. Goodwin thought.
The city's income is a direct result of how large the population is and ours is dropping and so is the money from the state.
Nearly 4 years ago I told the administration that they needed to re-think the sewer rate because it would hurt Bicknell and that they needed to not replace retirees so that the cost could be controlled without layoffs and they all and I mean all attacked me saying that I just didn't like city employees, well as I predicted it is now becoming evident that soon layoffs will be coming; yet had the last administration taken the time to pay attention our costs would be already lower and nobody would have lost their job.
Now we have another problem our water department is not making enough money to maintain itself but once again the administration is looking away from controlling costs and has opted for a water raise. I guess they think that if they do exactly the same thing that the last administration did that they will reap different results; wait a minute isn't doing that the same thing over and over and always expected a different result the last administration's trade mark.
All of Bicknell's cash problems is nobodies (No person; no one; not anybody) fault except Bicknell's administrations. The Bicknell click keep putting clones of the last administrations in and are surprised when the clones do the exact same thing as the last.
Of course the rest of Bicknell just don't bother to get informed or to take the time to vote.
Unless and until Bicknell gets an administration that is willing to think outside of the box things will continue to get worse.
But of course first the people of Bicknell must be convinced to actually vote and that is not likely to happen in our life times.

raising the water rate?
i'm just thinking, what does gary goodwin think now of this hike as being affordable.
seeing he's down three possible four incomes about now.i'm sure that goodwin made his statement about the $35.00 rate increase on the sewer when he {admittingly} was ripping off the place he worked.
he was also sitting on the board of works last october when he told his work he'd pay them back in full.
i signed that audit sheet the other day for these reasons.
i'm thinking that he knew he had another source of income to pay them back with the city's money.
people keep telling me to get on this site and read the rumors about this city. well i'm thinking that a lot of what is said on here is not rumor but true.
i also know for a fact if you want to hear what mayor flickinger {pick one} is really thinking just go have breakfast over to blessing's. yup that's where all his thoughts {dumb or otherwise} come to the surface.
rita states in the paper that "it must be in the water" that nobody seem to care about a higher water rate.

if they would let people know what these meeting are going to be about i'm sure people that really care would be there. to voice there point of view about what the city does or mostly doesn't do for them.
i read nothing about this meeting coming up in the independent. do they have hate for our local paper or is this their underhanded way to do business against the people of bicknell.
i'm sure that it's a little of both. the vincennces paper will only give you the aftermath of how much more money they're going take out of our hides.
i believe that all council meetings take place the second monday of each month? people make it a point to be there from now on or you'll be the only people being raped without being present.
another thing i heard at blessing's is that flickinger is confused between a cartoon character and a real female pictured on the back of a certain vehicle in town. he's irate over this and wants something done about it.

i thought the state regulates the plating of vehicles not the small town mayors in the state.
well anyway that cartoon may end up being the biggest crime this city has till the mayor's brothers get out of jail if they haven't been released already.

Why take advice from the Stinebaugh administration when Jon campaigned so hard AGAINST them prior to the Trowbridge era being elected?
Probably giving him "good" advice, so when Jon resigns or is impeached, Wally will be the Democrat that Mary Lou will appoint.

For the roads, if instead of putting rock, the cars and truck kick up, heck, you should of put tar, it last longer, but no you rather spend we the tax payers money on new carpet and furniture, and God only knows what else.
As for closed door meetings, thats the coward way, as the new mayor's that right i said mayor's are afraid of hearing the people of Bicknell. well i have to agree with others this city needs to have the state come in.
