Bicknell is a city in Knox County, Indiana, United States. The population was 2,915 at the 2010 census. A decrease of 1,781 people since 2000.

Wikipedia is at odds with the US Census apparently as the census figures are 3219 for 2009 (not 2010); 3378 for 2000; and 3357 for 1990. With 2915 for 2010, if correct, it would be a decrease of 463 instead of 1781 from 2000. I am more inclined to believe the census figures.

Kind of disturbing tho is a drop of 304 people from 2009 to 2010.

In my real estate business I have noticed an exodus from Bicknell. That is not to say that Bicknell is a bad town to live in, it is just a high priced town to live in as well as having a City Hall that usually is at odds with the people.

Population- Neighborhood Distressed Properties Act

Instead of wanting to allow property to rot and then tear down I think the city should adopt the Neighborhood Distressed Properties Act which forces owners to maintain in order to not bring down adjoining property owners values.

I mentioned it in a report I wrote about a city council meeting back a few years ago and is the first note you published under the heading Bicknell City Council.

I understand what you are talking about but maybe we should look at the track record of our city council and mayor's offices.

First there was the man who killed chickens and instead of taking care of the spreading of chicken guts they outlawed chickens for everybody.

They wanted to stop a junk rental house and instead of taking care of the house they passed a tax on all rentals.

They wanted to correct parking near the tax office and instead of taking care of the problem they outlawed parking.

They wanted to clean up after one problem horse and instead of taking care of the problem they outlawed horses.

They needed to correct the sewer plant problem and instead of taking care of the problem they saddled everybody with a 5 million dollar bill.

I'm afraid that if we try to clean up a privately owned property instead of taking care of the particular problem they may outlaw ownership of private property in Bicknell.
