Subject: Maplewood
Jon, I've included 26 pictures around the Maplewood area and as is plainly evident this area of Bicknell needs help.
I am not suggesting that the city go down there and start issuing fines as it is obvious that the people there cannot afford it but I am suggesting that the city or a sponsor such as Good Start take the time to assist these home owners. I only mention Good Start as I understand that this is what their purpose is.
It appears to be obvious that many of the home owners cannot maintain there own homes so I would suggest that either the City of Bicknell or a sponsor such as Good Start put together a program to provide dumpsters, trash stickers and volunteers to help clean up the area. I would also suggest that grants be applied for to assist home owners in reclaiming their homes and property from deterioration.
I can see a huge deterioration in this area from 7 or 8 years ago; I understand that the bills created by the City of Bicknell has placed undue burdens on many home owners which I am sure has added to the inability of Maplewood home owners to maintain their properties.
I understand that at this time Good Start is trying to set a project that would help Bicknell and are looking at replacing the gazebo on Main Street with another gazebo on Main Street which would be well received if not for the obvious needs in Maplewood.
I understand that Bicknell lost the opportunity to apply for a community grant and that is a shame and is partly my fault because I never took the time to look around Maplewood until I lost my mother who has property located there; on the other hand I am not the mayor, a council member or the head of the Bicknell Good Start.
I see that you, acting as the mayor, are attempting to temporary repair some of the pot holes around Bicknell and that is a good thing but it appears to be well past time for you to take a look at Maplewood.
Jon I commend you for applying for a grant to build and/or repair properties around the West 2nd Street area but that area compared to Maplewood is like Beverly Hills compared to a land fill.
It is also certain that the ditch along White River Avenue needs to be dredged out to allow proper run off of the low wet areas in Maple Wood which would relieve the problem of mosquitoes during warm weather when people can be outside.
I believe, as I have told a lot of people that, Mayor Jon Flickinger truly loves Bicknell and is trying to revitalize it as well as he can but I know that the problems are many and getting worse daily but Bicknell is too small of a community to allow one section of town to become a slum. Worry About Your end of Town
Leave us alone in Maplewood and worry about your own property. We live down here the way we want to. If you don't like it stay the hell away and don't look.

Their are a lot of people who own property in Maplewood who also like a clean neighborhood and these people should not be forced to live next to a property full of trash.
This is not to mention rats and mice.
Is it fair that a person must basically give their property away at the time they chose to sell just because others do not care about their property enough to keep it semi-clean? I many cases a persons only savings is in their home and for a neighbor to simply steal their savings because they are simply too lazy to clean up is simply not fair or in fact legal; I'm sure that most people do not care about Maplewood but the people who have an investment do and should.
Clean up your property and the entire problem goes away; Ron Ackman was offering free options to help people who are currently strapped for cash ways to get their property clean at little or no cost.
I am not in favor and I doubt if Ron is in favor of fines except for the last resort but it appears the city is.

Maplewood dumpster
John, I think putting a temporary dumpster in Maplewood is a good idea and I urge you to attend the Good Start meeting on March 23rd at 5:30 pm in the Bicknell Fire House.
Good Start is a non-profit and can apply for grants such as would be needed for a project like this.
The city is wanting to establish a city parks oversight committee and I understand they will also be looking for Good Start to help find grant money for park improvements.
On a seperate note the city of Washington has had for about the same time frame as Bicknell a sewage overflow problem and has a new 25 million dollar sewage plant being planned now. They will be taking out a low interest 15 million dollar loan and get a grant for 9 million (unlike us). They say the average bill will go to about $45.
I think United, Crowe Chesnik and SIDC owe the City of Bicknell for leaving us high and dry on the sewage plant finances.

One point is that Washington is growing and Bicknell is shrinking in population; I also question the quote of $45.00 average bill, as in Bicknell who lives on the average bill and who determined what average bill is. I find that in many if not all cases salesman and women use average to sell a product that soon becomes many times higher such as the Bicknell sewer rates and the soon to be Duke electric bill. On the other hand as I told people in Vincennes who were telling me about their new jr. high building I am in favor of anything that raises their cost of living and anything that raises their taxes as then it is possible for Bicknell to start receiving some of their population which will help us with our costs to live here, so I welcome any increase in Washington for the same reason.
