letter from Southern Indiana Development Commission

By now most people in Bicknell should have received a letter from Southern Indiana Development Commission, PO Box 442, Loogootee; it is important that the form inside is filled out and returned as this survey is used for Bicknell to apply for a Block Grant from the Office of Community and Rural Affairs.
This form itself is poorly laid out but the main thing is to tell them how many families reside at your address and how much each person earns approximately.
Bicknell needs all of the help it can get so send it back ASAP.

This form does not require your name, address or where a person works; it simply is trying to determine the people and income in Bicknell.

You're right, it doesn't inquire your name and address, but if you look closely this survey is not as confidential as you think. Under the line that says Mayor Jon Flickinger and above the line that says the city's address there is a hand written number. My guess is they know who got what survey. It's just this sneaky shit that keeps people from filling it out.
